An audit report of the federal government accounts for 2010-11 R 35 billion uncovered massive irregularities and embezzlement in the spending of public money, including misuse of money by the Prime Minister Secretariat for charity and buy gifts.
We identified the money spent on breakfast, lunch and dinner for employees of the secretariat. He also opposed the funds distributed to law schools and law schools by the government, which received strong criticism from various sectors who believed that the sympathies of the lawyers were bought by the then Justice Minister, Dr. Babar Awan against judiciary.
The audit report in the National Assembly since identified 127 cases in the federal government accounts, which had caused the national exchequer funded fraud and manipulation.
Disintegration of the cases showed that there were 11 cases of embezzlement of public funds and fictitious payments and rigged, amounting to Rs 2.407 billion.
In 27 cases of irregular expenditure and payment and violation of rules, Rs 6.908 billion largely cost the public purse.
The report said 25 cases worth Rs1.519 billion, which were pending recovery and in three cases of irregularities relating to the record production not caused a loss of Rs1.356 million.
Weak internal controls resulted in a loss of Rs 5.358 billion during the audit and there were 38 cases related to the weak financial management, which cost R 11.949 billion.
In addition, there were six cases related to mismanagement of assets worth Rs 1.342 billion during the year.
Audit Report noted that the Auditor General's office objected to an unauthorized payment made by the Ministry of Law, Justice and Parliament to 110 bar associations across the country.
The objection prompted the ministry to the amendment of Lawyers and Bar Associations Act 1973 (XXXV) 1973, by which the federal government in the case of Pakistan, Bar Association or the Bar Council and government provincial in the case of the provincial bar or bar association will be able to give five awards of aid to law schools and bar associations.
However, the report notes that despite this change, the case was subject to appropriate verification and registration had not yet been presented. "Audit also monitor the progress of the amendments in the legislation," he said.
